Section for traffic and municipal infrastructure performs the following jobs:
  • provision of necessary information to the clients and provision of instructions concerning the manner to exercise their rights related to the jobs of the Section;
  • delivering decisions, conclusions and other documents to the applicants;
  • reception of appeals, completing documentation and sending case files to the second instance authority for consideration;
  • issuance of permits for extraordinary transport;
  • issuance of approvals for transport for the personal needs of citizens;
  • issuance of certificates on cessation of transportation;
  • deciding on applications for the issuance of decisions on fulfilling the conditions to perform public transport of people – “B” license;
  • issuance of consents to connect access roads, non-categorized road and streets to a local road;
  • issuance of consents to put signs next to local and non-categorized roads;
  • issuance of consents to set-up installations related to the city roads, local and non-categorized roads and road shoulders;
  • issuance of consents to place facilities ad plants inside the road shoulders and protective area of the local and non-categorized roads;
  • ensuring the application of regulations related to local and non-categorized roads, and streets in settlements;
  • monitoring and inspection of works on building, reconstruction and maintenance of roads and road facilities;
  • monitoring works on elimination of defects on the roads which endanger the safety of traffic and stability of facilities;
  • preparation of annual and medium-term programmes for building, modernization and maintenance of roads and road facilities;
  • performance of expert-operational jobs related to the implementation of programmes for building and maintenance of roads and road facilities;
  • performance of jobs related to maintenance of local roads;
  • provision of professional help to local communities related to building, modernization and maintenance of non-categorized roads and facilities on those roads;
  • preparation of reports and information related to local and non-categorizes roads, and streets in settlements;
  • proposing financial plan of maintenance, reconstruction and building road network in the City territory;
  • keeping records on technical data and condition of the city roads, local and non-categorized roads;
  • planning, organization and monitoring of work of winter service;
  • proposing and monitoring of traffic-urban and developmental activities;
  • participation in designing standard solutions, traffic infrastructure elements;
  • monitoring and planning activities for improvement of traffic regime;
  • improvement of traffic conditions, regime and safety in accordance to the existing information database on traffic and transport;
  • monitoring activities related to technical solutions for traffic regulation;
  • control and implementation of monthly and annual public lighting maintenance plan;
  • control of public lighting monthly consumption of electricity;
  • monitoring the activities of companies providing maintenance of public lighting and traffic lights;
  • monitoring the condition of functioning of public lighting and traffic lights;
  • keeping registry of constructed public lighting installations;
  • work on drafting city decisions and other documents based on the Law on Roads and Law on Road Transport and ensuring their application;
  • implementation of tasks defined in the City Development Strategy and other plans and programmes within the scope of work of the Section, and especially:
  • participation in the process of planning, gathering and delivery of statistical and other data in the scope of work, analysis of condition in the fields within the scope of work,
  • preparation of information from the scope of work necessary for drafting the City Development Strategy implementation plan, and participation in its drafting;
  • monitoring the implementation of projects and preparation of information and reports concerning implementation progress within the scope of works,
  • other jobs ordered by the Mayor and the Head of Department, or other jobs placed in their scope of work by special documents.
